H.Pulton's terminology may be fine in this context. As noted elsewhere in this cite, in 'historical' Macedonia geographical subdivision is somewhat different:
Lower Macedonia corresponds to the lowlands of central Macedonia in the modern province of N.Greece, and
Upper Macedonia refers to the highland district encompassing roughly the western part of the homonymous Greek province.
